Tetteh, who also heads the UN Support Mission in Libya (UNSMIL)\u00a0\u2013 a country that\u00a0remains\u00a0divided\u00a0between two rival administrations.\u00a0<\/p>\n<p>\u201cSome Libyan actors continue to disregard the expectations of the public regarding their participation in political processes, or towards\u00a0<strong>exercising political leadership based on democratic legitimacy<\/strong>,\u201d\u00a0she said.\u00a0<\/p>\n<p>\u00a0\u201cThere are both national and regional risks to any continued inaction and foot dragging on the implementation of the roadmap and we believe\u00a0<strong>it is important to recognize this now<\/strong>.\u201d\u00a0<\/p>\n<h2><strong>Dialogue on critical issues<\/strong>\u00a0<\/h2>\n<p>Ms. Tetteh updated ambassadors on the\u00a0structured dialogue \u2013 the third pillar of the\u00a0roadmap\u00a0that she\u00a0presented to the Council in August 2025.\u00a0<\/p>\n<p>Discussions\u00a0centre\u00a0around\u00a0four critical issues\u00a0\u2013\u00a0security,\u00a0governance, the economy,\u00a0and national reconciliation and human rights\u00a0\u2013\u00a0and taking in\u00a0views from\u00a0people\u00a0across\u00a0the country.\u00a0<\/p>\n<p>She said that work\u00a0in the four tracks\u00a0has\u00a0proceeded\u00a0towards firm\u00a0recommendations,\u00a0and it is\u00a0anticipated\u00a0that\u00a0the\u00a0<strong>structured dialogue\u00a0will conclude\u00a0by early June<\/strong>\u00a0with\u00a0a final report\u00a0that\u00a0will be\u00a0presented to political leaders and the public.\u00a0\u00a0<\/p>\n<p>\u201cWe envision these recommendations can help shape a national vision and inform critical policy reforms that are necessary to strengthen national institutions and create the conditions for the holding of peaceful national elections,\u201d she said.\u00a0<\/p>\n<p>UNSMIL continued engagement to advance the roadmap, including efforts to\u00a0identify\u00a0ways to unblock the current impasse, which she had\u00a0reported on\u00a0during her last\u00a0statement\u00a0to the Council\u00a0two months ago.\u00a0<\/p>\n<p>\u201cHowever, if there is not sufficient progress, as indicated earlier, I will be returning to this Council to present a proposal to move the process forward based on the provisions of existing political agreements,\u201d she said.\u00a0<\/p>\n<h2><strong>Economic deterioration,\u00a0poverty growing<\/strong>\u00a0<\/h2>\n<p>Ms. Tetteh also addressed the sharply deteriorating economic situation in Libya, marked by \u201c<strong>currency pressures, rising prices, fuel shortages, uncontrolled and opaque public spending, and growing poverty<\/strong>.\u201d\u00a0<\/p>\n<p>These trends confirm that the current economic model and the practices\u00a0supporting it\u00a0are no longer sustainable.\u00a0<\/p>\n<p>Furthermore,\u00a0recent findings by a\u00a0UN\u00a0expert panel\u00a0\u201chelp to explain the erosion of the\u00a0State\u2019s capacity to govern through unified, rules-based institutions,\u201d she added.\u00a0<\/p>\n<p>\u201c<strong>Libya\u2019s national wealth is being absorbed into a distorted political economy that fuels unaccountable spending and\u00a0weaponises\u00a0oil revenues<\/strong>,\u201d Ms. Tetteh said.\u00a0<\/p>\n<p>\u201cThis diversion of resources without a consensus on agreed national priorities weakens fiscal discipline and undermines the State\u2019s ability to function as a steward for implementing projects,\u00a0programmes\u00a0and initiatives that respond to critical public priorities and social spending commitments.\u201d\u00a0<\/p>\n<p>She strongly urged Libya to implement the panel\u2019s recommendations, particularly in relation to oversight and flows of revenue in the hydrocarbon sector.\u00a0<\/p>\n<h2><strong>Security situation<\/strong>\u00a0<\/h2>\n<p>Ms. Tetteh noted that the security situation\u00a0remains\u00a0volatile, although no violations of a 2020 ceasefire were recorded.\u00a0<\/p>\n<p>She said\u00a0localised\u00a0incidents, particularly\u00a0in southern border areas, underscore the need for progress toward\u00a0unifying the\u00a0security and political institutions.\u00a0<\/p>\n<p>Meanwhile,\u00a0the situation in\u00a0northwest coastal\u00a0communities\u00a0\u201c<strong>remains volatile among armed groups and criminal networks vying for control<\/strong>\u00a0over territory and creating space for illicit activities,\u201d with clashes reported in four locations last month.\u00a0<\/p>\n<p>On human rights, she cited\u00a0continuing reports of arbitrary detention, intimidation, and reprisals by security actors against perceived political opponents, human rights\u00a0defenders\u00a0and\u00a0public officials.\u00a0\u00a0<\/p>\n<h2><strong>Council support \u2018essential\u2019<\/strong>\u00a0<\/h2>\n<p>\u201cLibya has reached a significant political, economic, and security juncture.\u00a0<strong>The institutions of the state remain divided, and there is not enough progress towards holding national elections<\/strong>,\u201d Ms. Tetteh\u00a0said.\u00a0<\/p>\n<p>The\u00a0UNSMIL roadmap\u00a0\u201cwas conceived to help overcome the country\u2019s de facto divisions\u00a0through a negotiated governance arrangement leading to institutional reunification.\u201d\u00a0<\/p>\n<p>She told\u00a0the\u00a0Council that the mission will continue to work towards achieving the roadmap\u2019s\u00a0objectives\u00a0\u201cand once again your support towards these efforts is\u00a0not just\u00a0important; it is essential.\u201d\u00a0<\/p>\n<\/div>\n<p><br \/>\n<br \/><a
