High Representative for Gaza Nickolay Mladenov \u2013 a former top UN official in the region \u2013 was speaking during a meeting on\u00a0implementation of\u00a0Council resolution 2334 (2016) which demands that Israel\u00a0immediately\u00a0cease all settlement activity in the occupied Palestinian territory.\u00a0\u00a0<\/p>\n
It was held some four months after ambassadors adopted resolution\u00a02803 (2025)\u00a0endorsing\u00a0the\u00a0US-backed\u00a0Comprehensive Plan to\u00a0End\u00a0the Gaza Conflict, which welcomed establishment of the Board of Peace as a transitional administration to set the framework for redevelopment and authorised the mechanism to set up a temporary\u00a0International\u00a0Stabilisation\u00a0Force (ISF).\u00a0<\/p>\n
The first phase of the\u00a0US\u00a020-point\u00a0plan\u00a0\u2013\u00a0which\u00a0led to a ceasefire between Israel and Hamas\u00a0last October\u00a0\u2013\u00a0is\u00a0largely complete, Mr. Mladenov\u00a0said,\u00a0and the\u00a0truce\u00a0is holding despite challenges.<\/p>\n
The National Committee for the Administration of Gaza (NCAG) has been constituted and\u00a0has\u00a0made progress on vetting thousands of civilian police candidates.\u00a0\u00a0<\/p>\n
\u201cThe National Committee exercises authority solely on an interim basis. The end state is a reformed Palestinian Authority capable of governing Gaza and the West Bank<\/strong>, and\u00a0ultimately a\u00a0pathway to Palestinian self-determination and statehood,\u201d he said.\u00a0<\/p>\n Furthermore,\u00a0Indonesia, Morocco, Kazakhstan,\u00a0Kosovo\u00a0and Albania have committed troops<\/strong>\u00a0to the ISF, while a comprehensive framework for the decommissioning and reintegration of armed groups has been developed by his office alongside guarantors the US, Egypt,\u00a0T\u00fcrkiye\u00a0and Qatar.\u00a0<\/p>\n The framework has been formally presented to all relevant\u00a0parties\u00a0and serious discussions are currently underway. It rests on five principles, the first of which is reciprocity.\u00a0\u00a0<\/p>\n \u201cDecommissioning proceeds in parallel with staged withdrawal. This is fundamental to the credibility of the entire process,\u201d he said.\u00a0<\/p>\n Mr. Mladenov asked for the Council\u2019s support in reiterating\u00a0that decommissioning\u00a0is not only a fundamental requirement, but the only way forward\u00a0towards\u00a0reconstruction\u00a0and Israeli military withdrawal, \u201cand for the rights of the Palestinian people to self-determination and statehood to be pursued through meaningful negotiations.\u201d\u00a0<\/p>\n Members\u00a0were also requested\u00a0\u201cto use all means at their disposal to urge Hamas and all Palestinian factions to accept the framework without delay.\u201d\u00a0\u00a0<\/p>\n The High Representative\u00a0added that \u201cthe full implementation of the Comprehensive Plan is also the only pathway that provides Israel with durable security<\/strong>.\u201d\u00a0<\/p>\n He was adamant that there can be no credible\u00a0path to Palestinian self-determination and statehood if Gaza\u00a0remains\u00a0under the control of Hamas and other armed groups.\u00a0<\/p>\n \u201cThat is why everyone\u00a0\u2013\u00a0every\u00a0member of this Council, every State in the region, the Palestinian National Authority and every Palestinian faction that cares about peace\u00a0\u2013\u00a0has\u00a0an interest in the implementation of the\u00a020-Point Comprehensive Plan.\u201d\u00a0<\/p>\n Ramiz Alakbarov, UN Deputy Special Coordinator for the Middle East Peace Process, delivered the\u00a0Secretary-General\u2019s latest quarterly\u00a0report on implementation of\u00a0resolution 2334 (2016), which showed\u00a0that\u00a0Israeli settlement activity continued at\u00a0high levels<\/strong>\u00a0during\u00a0the period\u00a0ending 13 March.\u00a0<\/p>\n Israeli authorities\u00a0advanced or approved more than 6,000 housing units<\/strong>\u00a0in the occupied West Bank and East Jerusalem, among other measures.\u00a0\u00a0Demolitions of Palestinian-owned structures also accelerated, while evictions and acts of violence continued, with a high number of fatal incidents.\u00a0<\/p>\n Overall, 32 Palestinians were killed in the West Bank\u00a0\u2013\u00a0including\u00a0seven children\u00a0\u2013\u00a0during\u00a0large scale Israeli Security Forces operations, armed exchanges, settler attacks, and other incidents.\u00a0\u00a0<\/p>\n Some\u00a0833 Palestinians, including 138 children, were injured, including 178\u00a0by Israel Security Forces due to tear gas inhalation and 141 by live ammunition, and 322 by Israeli settlers and other civilians.\u00a0<\/p>\n Palestinian attacks against Israelis continued in\u00a0both the\u00a0West Bank and Israel, which included the killing of two Israelis as well as ramming and stabbing attacks.\u00a0<\/p>\n Meanwhile,\u00a0roughly\u00a01.4\u00a0million people\u00a0in Gaza\u00a0remain displaced across 1,200 sites<\/strong>,\u00a0and\u00a0many\u00a0are living\u00a0in overcrowded and unsafe conditions.\u00a0\u00a0<\/p>\n Mr. Alakbarov also\u00a0shared some of the Secretary-General\u2019s observations\u00a0from the report,\u00a0including\u00a0regarding\u00a0the launch of Phase Two of the US-led Plan, noting that the UN chief\u00a0described\u00a0the establishment of the National Committee for the Administration of Gaza as an important step.\u00a0\u00a0\u00a0<\/p>\nDiscussions on decommissioning\u00a0<\/strong>\u00a0<\/h2>\n
