The military was still segregated, laws prohibiting interracial marriage remained in place and many housing developments enforced \u201cwhites-only\u201d policies.\u00a0<\/p>\n<p>One early resident and later UN staff member, Carlos Figueroa, remembered being friends with children from Europe, the Middle East, Asia, Africa, Latin Ameria and the Caribbean. Growing up together, they sampled cuisines, learned about their cultures and picked up on small bits of their languages.\u00a0<\/p>\n<p>By 1952, nearly 500 United Nations families resided in Parkway.<\/p>\n<p>\u201cIt was\u00a0enlightening to see kids from countries and cultures which are traditional rivals &#8211; Indians and Pakistanis, Arabs and Jews, for example \u2013 playing together, attending the same schools and, if not learning to love and trust one another, at least finding a way to get along in an atmosphere of cooperation and understanding,\u201d Mr. Figueroa said.<\/p>\n<div class=\"context-un_news_full_width_credit_caption type-entermedia_image media media--type-entermedia-image media--view-mode-un-news-full-width-credit-caption\">\n<div class=\"field field--name-thumbnail field--type-image field--label-hidden field__item\"><picture><source media=\"(max-width: 413px)\" srcset=\"https:\/\/global.unitednations.entermediadb.net\/assets\/mediadb\/services\/module\/asset\/downloads\/preset\/Collections\/Embargoed\/16-03-2026_UN-News_Parkway.jpg\/image350x235cropped.jpg\"><source media=\"(max-width: 767px)\" srcset=\"https:\/\/global.unitednations.entermediadb.net\/assets\/mediadb\/services\/module\/asset\/downloads\/preset\/Collections\/Embargoed\/16-03-2026_UN-News_Parkway.jpg\/image560x340cropped.jpg\"><source media=\"(max-width: 991px)\" srcset=\"https:\/\/global.unitednations.entermediadb.net\/assets\/mediadb\/services\/module\/asset\/downloads\/preset\/Collections\/Embargoed\/16-03-2026_UN-News_Parkway.jpg\/image770x420cropped.jpg\"><source media=\"(max-width: 1199px)\" srcset=\"https:\/\/global.unitednations.entermediadb.net\/assets\/mediadb\/services\/module\/asset\/downloads\/preset\/Collections\/Embargoed\/16-03-2026_UN-News_Parkway.jpg\/image1170x530cropped.jpg\"><source media=\"(min-width: 1200px)\" srcset=\"https:\/\/global.unitednations.entermediadb.net\/assets\/mediadb\/services\/module\/asset\/downloads\/preset\/Collections\/Embargoed\/16-03-2026_UN-News_Parkway.jpg\/image1170x530cropped.jpg\"><\/p>\n<p><\/source><\/source><\/source><\/source><\/source><\/picture>\n<\/div>\n<p>Parkway Village in New York was the city&#8217;s first racially integrated housing estate.<\/p>\n<\/div>\n<p>Among the Parkway\u2019s quaint low-rise homes, winding paths and open lawns lived staffers from over 50 countries, including Nobel Laureate Ralph Bunche.<\/p>\n<p>\u201cSince its earliest days, the United Nations has sought to be a leader in eliminating racial discrimination worldwide,\u201d said Rula Hinedi,\u00a0head of the UN tour guides, who recently led a fact-finding mission to Parkway Village.\u00a0<\/p>\n<p>\u201cThere are few clearer intentions to put this principle into practice than the development of Parkway Village when the UN first decided to permanently locate to New York in December 1946.\u201d\u00a0<\/p>\n<h2><strong>Confronting segregation in NYC\u00a0<\/strong><\/h2>\n<p>In the immediate aftermath of the Second World War, New York City faced a serious housing crisis, and this was compounded by the return of 900,000 US servicemen from overseas.\u00a0<\/p>\n<p>\u201cNew York seemed to be 150,000 to 250,000 apartment units short of the housing needs that were required at the time and yet there were thousands of diplomats getting ready to make their home in New York City,\u201d\u00a0New York historian, Chris McNickle, told <em>UN News<\/em>.<\/p>\n<p>However, it was the requirement from the United Nations for the host city to provide housing for staff without discrimination that would cause an even greater challenge. Many\u00a0housing developments in New York, such as Manhattan\u2019s famous Stuy-Town or Fresh Meadows, practised racial segregation.<\/p>\n<p>The organization knew that it would need somewhere to accommodate its incredibly diverse staff, especially at a time when \u201cit was very difficult for black people to secure an apartment, sometimes impossible,\u201d Mr. McNickle\u00a0said.<\/p>\n<p>Parkway Village, then just a plot of land nestled deep in a quiet corner of the borough of Queens, was the solution that the UN and the City of New York came up with.<\/p>\n<div class=\"align-right context-un_news_large_uncropped_credit_caption type-entermedia_image media media--type-entermedia-image media--view-mode-un-news-large-uncropped-credit-caption\">\n<div class=\"field field--name-thumbnail field--type-image field--label-hidden field__item\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/global.unitednations.entermediadb.net\/assets\/mediadb\/services\/module\/asset\/downloads\/preset\/Collections\/Embargoed\/17-03-2026_UN-News_Parkway-Map.jpg\/image1024x768.jpg\" alt=\"A vintage blueprint map of Parkway Village, a modern residential community in Queens, New York. It also indicates nearby amenities like a shopping area and a church, as well as bus stop locations.\" title=\"An historical map depicts Parkway Village, the UN's racially integrated housing development.\" loading=\"lazy\" width=\"1024\" height=\"768\"\/>\n<\/div>\n<p>An historical map depicts Parkway Village, the UN&#8217;s racially integrated housing development.<\/p>\n<\/div>\n<h2><strong>The United Nations Village<\/strong><\/h2>\n<p>Built from scratch in 1947 on 34 acres of undeveloped land, Parkway comprised 687 apartments sparsely located in small groups across the property, with views in every direction.\u00a0<\/p>\n<p>Described by current resident, Judith Guttman, as the \u201ccountry in the city\u201d, the Village fostered a \u201ccommunal\u201d atmosphere for its residents.\u00a0With buildings covering just 15 per cent of the space and the UN school and nursery on site until the early 1980s, Ms. Guttman said \u201cit was so community-oriented and had a very culturally open atmosphere, that for many years no fences between the homes were built&#8230;it was the perfect place to raise kids.\u201d<\/p>\n<h2><strong>\u2018Atmosphere of cooperation and understanding\u2019<\/strong><\/h2>\n<p>Beyond the familial atmosphere, the development also provided a haven for civil rights activists, Nobel laureates and UN staff from countless countries who wouldn&#8217;t usually have been able to live together given the racial laws in place in that period.<\/p>\n<p>One UN staff member who benefited from the village\u2019s integration was Ralph Bunche, the first Black person to win the Nobel Peace Prize following his mediation efforts on behalf of the UN in the late 1940s Arab-Israeli conflict.<\/p>\n<div class=\"context-un_news_large_credit type-remote_video media media--type-remote-video media--view-mode-un-news-large-credit\">\n<p><iframe src=\"https:\/\/news.un.org\/en\/media\/oembed?url=https%3A\/\/www.youtube.com\/watch%3Fv%3DPFqeVO9UiQ8&amp;max_width=0&amp;max_height=0&amp;hash=QMVdDeN4W7GLhLcZD27yTyAKwTEZcXw10rXgbXLsQLI\" width=\"200\" height=\"113\" class=\"media-oembed-content\" loading=\"eager\" title=\"Ralph Bunche: Mediator and Incurable Optimist\"><\/iframe>\n<\/p>\n<\/div>\n<h2><strong>Moving past discrimination<\/strong><\/h2>\n<p>As Parkway Village continues as an historical symbol of the UN\u2019s push to promote racial equality, the UN independent human rights expert on contemporary forms of racism, Dr. Ashwini K.P., said that progress has been made.<\/p>\n<p>\u201cOver the past 80 years, the world has moved from openly codified racism toward a global consensus that racial discrimination is unacceptable,\u201d she said.\u00a0<\/p>\n<p>However, speaking ahead of the\u00a0International Day for the Elimination of Racial Discrimination, marked annually on 21 March, she added<strong> \u201cracism continues to manifest in different forms\u201d\u00a0<\/strong>and \u201cshape access to education, healthcare, economic opportunity, and political power.\u201d<\/p>\n<p>\u201cEnding racial discrimination requires sustained political will, measurable accountability and a commitment to equality that is lived and not merely declared,\u201d she said. \u201cConfronting it openly is how we diminish its power and reclaim our collective humanity.\u201d<\/p>\n<\/div>\n<p><br \/>\n<br \/><a href=\"https:\/\/news.un.org\/feed\/view\/en\/story\/2026\/03\/1167168\">Source link <\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>In the United States of that period, laws in many states enforced separate schools, transportation and&hellip;<\/p>\n","protected":false},"author":1,"featured_media":83845,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"content-type":"","footnotes":""},"categories":[25],"tags":[9428,9427,327,2754,9429,774,2430],"class_list":["post-83844","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-america","tag-1940s","tag-challenged","tag-development","tag-housing","tag-segregated","tag-states","tag-united"],"yoast_head":"<!-- This site is optimized with the Yoast SEO Premium plugin v21.0 (Yoast SEO v27.4) -
