The\u00a02026 Sudan Regional Refugee Response Plan (RRRP)\u00a0aims to deliver lifesaving\u00a0assistance\u00a0this year\u00a0to\u00a05.9 million people\u00a0across seven\u00a0neighbouring\u00a0countries: the\u00a0Central African Republic, Chad, Egypt, Ethiopia,\u00a0Libya,\u00a0South Sudan\u00a0and\u00a0Uganda.\u00a0<\/p>\n
The plan will\u00a0continue to prioritize aid for\u00a0roughly\u00a0470,000\u00a0new refugees\u00a0who are\u00a0expected to\u00a0cross into\u00a0these\u00a0countries, as well as thousands more who\u00a0remain\u00a0in border areas and have received only the most basic\u00a0assistance.\u00a0<\/p>\n
The Sudan war erupted in mid-April 2023, with the national army and the paramilitary Rapid Support Forces (RSF) locked in a brutal power struggle.\u00a0\u00a0<\/p>\n
Mamadou Dian Balde, UNHCR\u2019s Regional Director for Eastern and Southern Africa,\u00a0said\u00a0the need for a fourth annual appeal underscores the relentless impact of the war and a humanitarian response struggling to keep up.\u00a0<\/p>\n
\u201cSudan remains the world\u2019s largest displacement and worst humanitarian crisis, unfolding in the wake of the most severe global funding crunch in decades<\/strong>,\u201d he told journalists in Geneva.\u00a0<\/p>\n As fighting continues in several parts of the country, essential services have collapsed while humanitarian access\u00a0remains\u00a0restricted in many areas.\u00a0<\/p>\n \u201cThousands of people continue to flee across borders each week, often arriving in already vulnerable yet generous regions, where public services and economic opportunities were limited even before the crisis,\u201d he said.\u00a0<\/p>\n Some 4.3 million\u00a0Sudanese\u00a0refugees\u00a0remain\u00a0displaced within the region, most of whom are in Egypt and eastern Chad.\u00a0<\/p>\n Mr. Balde noted that \u201cwhile host governments and local communities continue to demonstrate remarkable solidarity, their capacity is being pushed to the brink<\/strong>.\u201d\u00a0\u00a0<\/p>\n Egypt currently hosts 1.4 million\u00a0Sudanese who have fled the war\u00a0and registered refugee figures have nearly quadrupled since 2023.\u00a0<\/p>\n \u201cYet severe funding cuts have forced UNHCR to close two of its three registration\u00a0centres, affecting people\u2019s access to critical protection services,\u201d he said.\u00a0\u00a0Moreover, available funding per refugee per month\u00a0has dropped from $11 to $4.\u00a0<\/p>\n In eastern Chad, more than 71,000 refugee families have not received housing\u00a0assistance,\u00a0meaning they do not have\u00a0safe and adequate shelter.\u00a0\u201cNearly 234,000 people are awaiting relocation, living in precarious conditions at the border,\u201d he added.\u00a0<\/p>\n Meanwhile in Uganda, clinic\u00a0closures\u00a0and the suspension of critical nutrition\u00a0programmes\u00a0in\u00a0Kiryandongo\u00a0settlement\u00a0put thousands of Sudanese refugees at heightened risk of diseases.\u00a0<\/p>\n Mr. Balde stressed that despite these constraints,\u00a0the 2026 plan\u00a0\u201cwill continue to support host countries in providing critical basic services, including food, shelter, healthcare and protection services for new arrivals and the most vulnerable refugees.\u201d\u00a0<\/p>\n He warned, however, that \u201cthe widening gap between rising needs and shrinking resources threatens to undermine both emergency response efforts and medium-term solutions.\u201d\u00a0<\/p>\n In the interim,\u00a0UNHCR continues to call for stronger international\u00a0support\u00a0to address the persistent underfunding of humanitarian operations in the countries hosting\u00a0people fleeing Sudan.\u00a0<\/p>\n<\/div>\nHost communities \u2018pushed to the brink\u2019<\/strong>\u00a0<\/h2>\n
