Hanna Tetteh, the Special Representative of the Secretary-General, said that while some progress has been made toward implementing a UN-backed political roadmap, divisions between the House of Representatives and the High Council of State continue to block key steps needed ahead of long-awaited national elections.<\/p>\n
\u201cThe two institutions have yet to achieve this objective,\u201d Ms. Tetteh told ambassadors in the Security Council.<\/p>\n
\u201cThey have not yet discussed jointly the constitutional and legal framework for elections. Achieving political consensus on these matters will be challenging \u2026 [but] Libya cannot afford continued delays or disruptions.<\/strong>\u201d<\/p>\n The roadmap\u2019s first milestone \u2013 reconstituting the full Board of Commissioners of the High National Elections Commission \u2013 remains incomplete.<\/p>\n Disagreements persist over whether to replace all seven members or fill only the vacant posts \u2013 a debate that Ms. Tetteh said reflects \u201ca broader lack of political will.\u201d<\/strong><\/p>\n She urged Libyan leaders to \u201cengage constructively\u201d to complete the initial milestones, adding that if no agreement is reached, the UN Support Mission in Libya (UNSMIL) will \u201cpursue another approach\u201d and seek the Council\u2019s backing to ensure the roadmap advances.<\/p>\n Hanna Serwaa Tetteh (on screen), Special Representative of the Secretary-General for Libya and Head of the UN Support Mission in Libya, briefs the Security Council meeting on the situation in the country.<\/p>\n<\/div>\n In parallel, UNSMIL is preparing to launch national dialogue sessions in November, aimed at bringing together broader segments of Libyan society \u2013 including civil society, youth and women\u2019s representatives \u2013 to help shape an inclusive political process.<\/p>\n It will cover governance, security, the economy, and human rights.<\/p>\n Ms. Tetteh also reported a reduction in tensions across the capital Tripoli following mediation between the Government of National Unity (GNU) and the so-called Deterrence Apparatus for Combating Organized Crime and Terrorism (DACOT), crediting local actors and T\u00fcrkiye\u2019s intervention.<\/p>\nLack of political will<\/h2>\n
