{"id":4187,"date":"2022-09-22T17:03:42","date_gmt":"2022-09-22T17:03:42","guid":{"rendered":"https:\/\/gulftimes.ae\/cambodia-un-backed-tribunal-ends-with-conviction-upheld-for-last-living-khmer-rouge-leader\/"},"modified":"2022-09-22T17:03:42","modified_gmt":"2022-09-22T17:03:42","slug":"cambodia-un-backed-tribunal-ends-with-conviction-upheld-for-last-living-khmer-rouge-leader","status":"publish","type":"post","link":"https:\/\/gulftimes.ae\/?p=4187","title":{"rendered":"Cambodia: UN-backed tribunal ends with conviction upheld for last living Khmer Rouge leader |"},"content":{"rendered":"<p> <br \/>\n<\/p>\n<div>\n<p><span><span><span><span><span><span><span><span><span><span><span><span><span>The decision of the Extraordinary Chambers in the Court of Cambodia (ECCC) to uphold the conviction of the regime\u2019s last surviving leader, Khieu Samphan, ends more than 13 years of hearings by the unique hybrid court, which was made up of both Cambodian and international judges and attorneys.<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span><span><span><span><span><span><span><span>The court reportedly cost as total of $330 million, since being established in 1997.<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<h2><span><span><span><span><span><span><span><span><span><span><span><span><span>Appeal denied<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/h2>\n<p><span><span><span><span><span><span><span><span><span><span><span><span><span>A former head of State, Mr. Samphan had appealed his conviction in what is expected to be the court\u2019s final judgement. The court upheld his sentence of life imprisonment.<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span><span><span><span><span><span><span><span>When he was first convicted, the judgement emphasized that he had \u201cencouraged, incited and legitimised\u201d policies of the regime that led to civilian deaths \u201con a massive scale\u201d.<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span><span><span><span><span><span><span><span>Three of the Khmer Rouge leaders were convicted, beginning with \u201cComrade Duch\u201d who ran a notorious torture centre in the capital Phnom Penh, where all but 12 of its 20,000 inmates perished.<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<div class=\"dnd-widget-wrapper context-un_news_full_width type-image\">\n<div class=\"dnd-atom-rendered\"><!-- scald=784091:un_news_full_width -->\n          <picture>\n          <!--[if IE 9]><video style=\"display: none;\"><![endif]--><source srcset=\"\" media=\"(max-width : 992px)\"><source srcset=\"\" media=\"(max-width : 480px)\"><source srcset=\"https:\/\/global.unitednations.entermediadb.net\/assets\/mediadb\/services\/module\/asset\/downloads\/preset\/Libraries\/Production+Library\/22-09-2022_UN-Photo_Cambodia.jpg\/image770x420cropped.jpg\" media=\"(max-width : 768px)\"><source srcset=\"https:\/\/global.unitednations.entermediadb.net\/assets\/mediadb\/services\/module\/asset\/downloads\/preset\/Libraries\/Production+Library\/22-09-2022_UN-Photo_Cambodia.jpg\/image1170x530cropped.jpg\" media=\"(max-width : 1200px) \"><!--[if IE 9]><\/video><![endif]--><br \/>\n          <br \/>\n          <\/source><\/source><\/source><\/source><\/picture>\n<p><span class=\"un-news-full-width scald-credit\">UN Photo\/Mark Garten<\/span><\/p>\n<p><span class=\"un-news-full-width scald-caption\"> Tuol Sleng Genocide Museum in Phnom Penh, Cambodia, the site of the Khmer Rouge\u2019s infamous Security Prison S-21 where torture was routinely practiced.<\/span><\/p>\n<p><!-- END scald=784091 --><\/div>\n<\/div>\n<h2><span><span><span><span><span><span><span><span><span><span><span><span><span>Convictions<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/h2>\n<p><span><span><span><span><span><span><span><span><span><span><span><span><span>Noun Chea, known as \u201cBrother Number Two\u201d in the Communist Party hierarchy of the regime, was arrested in 2007, given a life sentence by the ECCC seven years later, and died in prison in 2019. The overall leader of the regime Pol Pot, died in 1998.<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span><span><span><span><span><span><span><span>According to news reports, 91-year-old Khieu Samphan, insisted during the tribunal proceedings that he was unaware of any \u201cheinous acts\u201d committed by other leaders of the Khmer Rouge.<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span><span><span><span><span><span><span><span>Under their rule, an estimated 1.7 million Cambodians died from execution, torture, starvation and neglect, in the form of diseases left untreated, in the quest to convert the war-ravaged nation into a rural utopia.
