{"id":18103,"date":"2023-05-01T08:43:00","date_gmt":"2023-05-01T08:43:00","guid":{"rendered":"https:\/\/gulftimes.ae\/adnoc-begins-fresh-hail-and-ghasha-tender-process\/"},"modified":"2023-05-01T08:43:00","modified_gmt":"2023-05-01T08:43:00","slug":"adnoc-begins-fresh-hail-and-ghasha-tender-process","status":"publish","type":"post","link":"https:\/\/gulftimes.ae\/?p=18103","title":{"rendered":"Adnoc begins fresh Hail and Ghasha tender process"},"content":{"rendered":"<p> <br \/>\n<\/p>\n<p>Abu Dhabi energy giant solicits interest from contractors in a new EPC tendering round for the mega sour gas project, just days after cancelling previous contracts<\/p>\n<div>\n<p><img decoding=\"async\" alt=\"\" src=\"https:\/\/image.digitalinsightresearch.in\/Uploads\/ImageLibrary\/Active\/MEED\/1._EXCLUSIVE\/M_ExclusiveTAG.gif\" style=\"float: right; width: 178px; height: 30px;\" \/><\/p>\n<p>\u00a0<\/p>\n<p><strong><span style=\"color:#FF0000;\">Register for MEED&#8217;s guest programme<\/span><span style=\"color:#FF0000;\">\u00a0<\/span><\/strong><\/p>\n<p>Abu Dhabi National Oil Company (Adnoc) has invited contractors to express interest in a new engineering, procurement and construction (EPC) tendering exercise for the\u00a0multibillion-dollar\u00a0Hail and Ghasha sour gas development.<\/p>\n<p>The expression of interest (EoI) document was issued to contractors shortly after midnight on 29 April, according to sources. Firms have been asked to express interest in the new EPC tendering round by 14 May.<\/p>\n<p>The\u00a0new EoI document details Adnoc\u2019s\u00a0latest EPC execution strategy for the Hail and Ghasha development.\u00a0Under these plans, the offshore and onshore scope of work has been divided\u00a0into three packages:<\/p>\n<ul>\n<li><strong>Package 1:<\/strong> Subsea pipelines, umbilicals, cables, risers and other offshore structures<\/li>\n<li><strong>Package 2:<\/strong> Offshore drilling centre facilities, the Ghasha offshore processing plant and central living quarters<\/li>\n<li><strong>Package 3:<\/strong>\u00a0The\u00a0Manayif onshore processing plant including\u00a0offsite export pipelines and tie-ins, utilities, the main control building and process buildings. Work on a Ruwais sulphur-handling terminal and other non-process buildings is an optional scope for this package.<\/li>\n<\/ul>\n<p>Adnoc\u2019s\u00a0move to start a fresh EPC tendering round comes just a\u00a0couple of days after it\u00a0cancelled the\u00a0<strong>pre-construction services agreements (PCSAs)<\/strong> awarded to contractors in January.<\/p>\n<p>The reason for these PCSAs being annulled\u00a0is unclear, but sources say the cost estimates submitted for the project were higher than the client\u2019s overall budget.<\/p>\n<p>An Adnoc spokesperson told MEED:\u00a0\u201cAdnoc and our international partners remain committed to delivering the gas mandated from the Ghasha concession.\u00a0We do not comment on market speculation.\u201d<\/p>\n<h6>PCSAs cancelled<\/h6>\n<p>The PCSAs signed in January with two consortiums, comprising three contractors each, marked the start of detailed engineering work\u00a0and procurement of critical long-lead items for the offshore and onshore scope of work on the Hail and Ghasha development.<\/p>\n<p>A consortium of <strong>France-headquartered Technip Energies<\/strong>,\u00a0<strong>South Korean contractor Samsung Engineering<\/strong>\u00a0and\u00a0<strong>Italy\u2019s Tecnimont<\/strong>\u00a0was awarded the PCSA for the onshore package. The contractors revealed the value of the contract to be approximately $80m.<\/p>\n<p>Italian contractor Saipem, Abu Dhabi\u2019s National Petroleum Construction Company (NPCC)\u00a0and state-owned China Petroleum Engineering &amp; Construction Company (CPECC) won the PCSA for the offshore package, worth $60m.<\/p>\n<p>Previously, the onshore work on the Hail and Ghasha scheme involved the construction of a gas process plant, pipeline network and new gas gathering units.<\/p>\n<p>The offshore PCSA covered installing offshore platforms, gas compression facilities and more than 400 kilometres of subsea pipelines.<\/p>\n<h6>Protracted project timeline<\/h6>\n<p>The cancelled PCSAs were part of an early engagement process with contractors that Adnoc started following the termination of at least two earlier bidding rounds.<\/p>\n<p>US engineering firm Bechtel completed the project\u2019s original front-end engineering and design (feed) in 2019, with tenders for four EPC packages issued soon after.<\/p>\n<p>Following the submission of commercial bids in early 2021, Adnoc made\u00a0revisions to the feed as part of an optimisation process started by Technip Energies\u00a0<strong>in November 2021<\/strong>. The revised feed aimed to\u00a0<strong>reduce the scheme\u2019s overall capital expenditure<\/strong>, which was previously estimated to be as high as $15bn.<\/p>\n<p>The four original EPC packages were consolidated into two integrated offshore and onshore packages, thought to be worth as much as\u00a0$5bn and $5.5bn, respectively, <strong>based on the previous version of the project<\/strong>.<\/p>\n<p><strong>MEED\u00a0reported\u00a0in September last year<\/strong>\u00a0that\u00a0early engagement contractors had submitted\u00a0proposals for the detailed engineering work on the Hail and Ghasha development. The January PCSAs are understood to have been issued based on these proposals.<\/p>\n<p><img decoding=\"async\" alt=\"\" src=\"https:\/\/image.digitalinsightresearch.in\/Uploads\/ImageLibrary\/Active\/MEED\/1._Useful_things\/MEEDcom-contentbanner-subscribe.jpg\" \/><\/p>\n<h6>Hail and Ghasha fields<\/h6>\n<p>The Hail and Ghasha fields, along with the Hair Dalma, Satah, Bu Haseer, Nasr, Sarb, Shuwaihat and Mubarraz fields, are located in Abu Dhabi\u2019s offshore Ghasha concession.<\/p>\n<p>Adnoc holds the majority 55 per cent stake in the Ghasha concession.\u00a0The other stakeholders are Italian energy major Eni with 25 per cent;\u00a0Germany\u2019s Wintershall Dea with 10 per cent;\u00a0and Austria\u2019s OMV and Russia\u2019s Lukoil, each with 5 per cent.<\/p>\n<p>Adnoc\u00a0<strong>plans to produce<\/strong>\u00a0more than\u00a01.5 billion cubic feet a day\u00a0of sour gas from the Ghasha concession\u00a0by the middle of this decade. This target is aligned with the company\u2019s broader goal of achieving gas self-sufficiency for the UAE by 2030.<\/p>\n<p>In November 2021, Adnoc\u00a0and its partners in the Ghasha concession\u00a0<strong>awarded two EPC\u00a0contracts<\/strong>\u00a0for the Dalma offshore sour gas development project.\u00a0Abu Dhabi\u2019s NPCC\u00a0and Spain-headquartered Tecnicas Reunidas won contracts worth\u00a0$1.46bn to\u00a0execute\u00a0offshore and onshore EPC works on\u00a0the Dalma project, respectively.<\/p>\n<p>Four artificial islands have already been completed in the Ghasha concession, and development drilling is under way.<\/p>\n<p>In addition, Adnoc awarded two contracts totalling $2bn to its\u00a0<strong>subsidiary Adnoc Drilling<\/strong>\u00a0in July last year for the Hail and Ghasha offshore sour gas field development project.<\/p>\n<p><strong>The awards comprise<\/strong>\u00a0a\u00a0$1.3bn contract for integrated drilling services and fluids, and a $711m contract to\u00a0provide\u00a0four island drilling units.
