Bruno Eduardo Rodr\u00edguez Parrilla said the international system was witnessing an alarming rise in \u201cexpansionism, usurpation, plunder\u201d and military and economic aggression, arguing that fundamental principles of the UN Charter, including the sovereign equality of States, were under sustained attack.<\/p>\n
He called for the United Nations to be preserved and strengthened while becoming \u201cmore democratic and effective\u201d and closer to the peoples it serves.<\/p>\n
\u2018Economic warfare\u2019 against Cuba<\/h3>\n
Much of the Foreign Minister\u2019s address to the Assembly\u2019s annual debate focused on Cuba\u2019s longstanding confrontation with the United States, which he said had entered a more dangerous phase since January.<\/p>\n
Mr. Rodr\u00edguez Parrilla accused Washington of imposing what he called an \u201cenergy blockade\u201d, intimidating countries against exporting fuel to Cuba and placing new restrictions on goods and services destined for the island.<\/p>\n
More than 7,000 containers were stranded in ports, he said, including shipments of food, medicines and medical equipment, some already paid for by Cuban private companies.<\/p>\n
He also accused the US of pressuring foreign investors, restricting tourism and Cuba\u2019s access to financing, technology and markets, as well as urging governments to end arrangements under which Cuban medical professionals provide healthcare overseas.<\/p>\n
\u201cThe economic warfare is aimed against the people,\u201d he said, describing the impact on Cuban families as deliberate \u201ccollective punishment\u201d.<\/p>\n
Mr. Rodr\u00edguez Parrilla rejected assertions that Cuba represented a threat to US national security and argued that Washington\u2019s policies were intended to undermine Cuban sovereignty.<\/p>\n
\u201cCuba is not a threat; the blockade is!\u201d he declared.<\/p>\n
At the same time, he said Havana remained prepared for dialogue with Washington to resolve bilateral differences, provided talks were based on sovereign equality, respect for international law, non-interference and no preconditions.<\/p>\n
Changes at home<\/h3>\n
The Foreign Minister also said Cuba was pursuing changes that would bring \u201cprofound transformations\u201d to its economic and social model in response to the difficulties it faces.<\/p>\n
He pointed to a new programme adopted by the National People\u2019s Power Assembly embracing new economic practices, actors and concepts, while maintaining the country\u2019s constitutional framework and socialist system.<\/p>\n
The process, he said, would seek to respond to people\u2019s needs \u201cwith the greatest possible social justice\u201d while defending Cuba\u2019s sovereignty and right to self-determination.<\/p>\n
Warning for the region and the UN<\/h3>\n
Turning to the wider region, Mr. Rodr\u00edguez Parrilla rejected the Monroe Doctrine and what he called attempts at \u201cmilitarization, intervention or domination\u201d in Latin America and the Caribbean, recalling the region\u2019s 2014 proclamation as a Zone of Peace.<\/p>\n
He also voiced solidarity with Small Island Developing States facing climate change; reiterated Cuba\u2019s support for Nicaragua, and Puerto Rican self-; and backed reparations for African and Caribbean nations for colonialism and the transatlantic slave trade.<\/p>\n
Concluding, the Foreign Minister warned that a world in which powerful countries imposed their will through intimidation and coercion was \u201cdangerous and unsustainable\u201d.<\/p>\n
\u201cThe law of the jungle cannot be the future of humanity,\u201d he said, urging countries to restore the UN\u2019s role before the Organization risked going down in history as \u201can unrealized dream of great promises\u201d.<\/p>\n<\/div>\n
