“We and our partners are continuing to scale up assistance to impacted people by the earthquakes, in coordination with the Government,” UN Spokesperson Stéphane Dujarric told reporters in New York on Monday.

The two earthquakes of magnitudes 7.2 and 7.5, struck the north-central region of Venezuela on 24 June, just 39 seconds apart. A first assessment by the UN Office for Disaster Risk Reduction (UNDRR) estimates direct physical damage to housing and infrastructure at some $37 billion.

That figure includes around $24 billion in damage to buildings – homes, businesses, schools, hospitals and public facilities – and another $13 billion in infrastructure

Within that latter category, telecommunications sustained the heaviest losses, at around $5 billion, followed by energy generation and roads.

The estimate is based on risk modelling rather than on-the-ground inspections and does not account for losses from disrupted services and economic activity, emergency response costs, supply chain effects or reconstruction. 

The total economic impact could therefore rise.

Children among hardest hit

The UN Children’s Fund (UNICEF) has warned that children are among those worst affected by the disaster, estimating that 650,000 people – including 234,000 children – will need humanitarian assistance

Around a third of schools in the Capital District, which includes Caracas, were damaged, disrupting access to education for thousands of pupils.

UNICEF has deployed emergency teams and sent 68 tonnes of supplies, including medical materials, water and sanitation equipment, and essential household items. 

The agency has appealed for $52 million to expand its response and secure health care, nutrition, safe water, child protection and education for affected families.

Teams on the ground

On the ground, search and rescue teams remain deployed in the affected areas, according to the UN Office for the Coordination of Humanitarian Affairs (OCHA). Specialized teams – from  medical staff to engineers – continue to arrive, while a separate humanitarian needs assessment nears completion and will inform an updated response plan and resource request.

The Government reported that the death toll stood at more than 3,340 people, with over 16,740 injured and around 17,000 left homeless.

Authorities in Caracas are leading the response, Mr. Dujarric said, “focusing on supporting displaced people and addressing urgent humanitarian needs.”

At least 79 transitional camps have opened in stadiums and sports centres, hosting displaced residents and providing aid. 

Services delivered

UN agencies are already delivering services in three of the camps and are assessing additional sites for support. Health partners are providing primary health care, mental health and psychosocial support, and sexual and reproductive health services where needed.

Access to safe water and sanitation in the camps continues to improve, humanitarian officials said, with hygiene kit distributions and expanded sanitation infrastructure ongoing at temporary accommodation sites.

The Humanitarian Response Plan for Venezuela has so far received $274 million, alongside more than $32 million from private sector donors and additional in-kind contributions of goods and services.

After years of mounting industrial friction and strategic uncertainty, NATO allies France and Germany have effectively agreed to abandon their joint Future Combat Air System (FCAS) fighter jet development in its current form, marking a significant rupture in Europe’s most ambitious defense aviation project.

The decision, confirmed by government officials in Paris and Berlin, reflects the collapse of industrial consensus between the program’s principal contractors—Dassault Aviation and Airbus—after years of disputes over leadership roles, intellectual property control, and final design authority.

FCAS, a €100 billion initiative launched in 2017, was conceived as a “system of systems” designed to replace France’s Rafale fleet and Germany’s and Spain’s Eurofighter Typhoons. At its core was the Next Generation Fighter (NGF), supported by adjunct combat aircraft, unmanned aerial systems, and a so-called “combat cloud”—a digitally networked architecture enabling real-time data fusion across platforms, domains, and theaters of operation.

Despite repeated political assurances from French President Emmanuel Macron and German Chancellor Friedrich Merz that the project remained on track, internal disagreements between industry partners gradually hardened into structural deadlock.

A German government official told AFP that Macron and Merz had “reached the shared assessment that the companies will not be able to come together on building a joint combat aircraft,” adding that “they acknowledge this reality.” However, the official stressed that not all components of the broader FCAS architecture would be scrapped, signaling an attempt to salvage elements of the program.

According to the same official, “the actual core of FCAS is to be continued as a European system,” describing it as a “nervous system that networks aircraft, drones and other components into an integrated whole.” This suggests that while the manned next-generation fighter component is effectively deadlocked, the digital backbone and interoperability framework may continue under a revised structure.

The French and German defense ministries are expected to meet in the coming weeks to develop a more limited framework for cooperation focused on “a few realistic and relevant projects,” reflecting a pragmatic shift away from grand unified defense-industrial megaprojects toward modular collaboration.

In Paris, an official confirmed Berlin’s assessment, noting that Macron and Merz had “held lengthy and frequent discussions on ways to advance this project, which is important for European defense.” The official added that both leaders “expressed regret over the inability of the industrial partners to reach an agreement on continuing the project.”

The Elysée Palace emphasized that France still views bilateral defense cooperation as strategically essential. “The French authorities will continue to encourage our companies and our armed forces to seek out the ways and means to pursue ambitious European projects that are consistent with our national security interests,” the official said.

Yet political disappointment is increasingly evident within French institutions. Cédric Perrin, who chairs the French Senate’s foreign affairs and defense committee, argued that Macron “was the only one who still believed in the survival of FCAS.” Perrin added that “the sooner the decision is made, the less time we will waste moving on to the next phase,” underscoring growing frustration in Paris with prolonged industrial gridlock.

The collapse of FCAS comes despite both Macron and Merz repeatedly insisting in public that the program would succeed. Earlier this year, Merz declared he would “do everything in my power, and fight until the very last moment, to get joint European projects off the ground here, and above all German-French projects.”

Macron, speaking after talks in April, had also dismissed speculation that FCAS was dead, stating: “We are continuing to move forward. Europe has never needed unity, greater independence, and greater sovereignty more than it does now.” Those assurances now stand in stark contrast to the emerging consensus that the industrial framework underpinning FCAS is no longer viable.

At the center of the breakdown lies the unresolved tension between Dassault Aviation’s insistence on design leadership of the Next Generation Fighter and Airbus’s push for a more distributed industrial structure involving Germany and Spain. These disagreements have repeatedly delayed development milestones, undermined trust between partners, and slowed progress on key demonstrator phases.

While the manned fighter component appears to be unraveling, Airbus has begun signaling interest in alternative pathways for sixth-generation combat aircraft development. Airbus Defence and Space CEO Michael Schoellhorn recently suggested openness to collaboration with Sweden’s defense industry, particularly Saab.

Schoellhorn noted that “the crewed fighter aircraft is still an open question,” adding that Airbus “will be involved in the development of a sixth-generation fighter aircraft.” He also indicated that the FCAS structure itself may need reconfiguration, potentially allowing for “two fighter aircraft within FCAS, or another form of cooperation,” with Saab emerging as a credible partner.

He emphasized urgency, warning that if Europe wants a sixth-generation aircraft operational before the 2040s, “we have to act now,” adding that prolonged political uncertainty would be “very challenging.” His remarks reflect growing concern within European aerospace industries that transatlantic and Asian competitors are moving faster in next-generation combat aviation.

Sweden’s position adds another layer of complexity to the evolving European fighter landscape. While it previously held observer status in the Global Combat Air Programme (GCAP), Sweden withdrew in 2023, citing misaligned expectations and cost concerns. Saab CEO Micael Johansson described Sweden’s posture as a “hibernation period,” indicating that the country was reassessing its long-term participation in multinational fighter development frameworks.

Since then, Sweden has moved toward independent conceptual work on a next-generation combat aircraft. In October 2025, the Swedish Defence Materiel Administration awarded Saab a $276 million contract for conceptual studies covering both manned and unmanned solutions, as well as demonstrator technologies.

The program adopts a “system of systems” approach similar in concept to FCAS, emphasizing networked combat capabilities that integrate crewed aircraft, autonomous drones, and advanced sensor fusion. Early design priorities reportedly include air dominance, artificial intelligence-enabled decision support, and collaborative operations with “loyal wingman” drone systems.

This convergence in design philosophy between FCAS and Sweden’s emerging program has fueled speculation about potential future collaboration. Airbus executives have explicitly pointed to Sweden as a candidate partner, citing Saab’s expertise in avionics, sensor integration, and lightweight airframe development.

In practical terms, Sweden could either pursue an independent sixth-generation fighter or contribute as a subsystem and technology partner within a revised European framework. Analysts note that Saab’s experience with platforms such as the Gripen gives it a strong foundation in cost-efficient, highly networked combat aircraft—an increasingly important requirement in modern air warfare.

The broader collapse of FCAS therefore does not necessarily signal the end of European sixth-generation ambitions, but rather a fragmentation of approach. Instead of a single Franco-German-Spanish flagship program, Europe may now be entering a period of parallel development tracks, competing architectures, and selective industrial partnerships.

Defense analysts argue that this fragmentation reflects deeper structural tensions within Europe’s defense-industrial base: competing national priorities, divergent export policies, and unresolved questions over sovereignty in weapons design. FCAS was originally intended to overcome these issues through integration, but instead became a case study in their persistence.

For NATO, the implications are mixed. On one hand, both France and Germany remain committed to alliance interoperability and European defense modernization. On the other hand, the breakdown of FCAS raises questions about Europe’s ability to coordinate high-end military procurement at scale, particularly in domains where technological cycles are accelerating rapidly.

As Europe recalibrates, the focus now shifts to whether FCAS can be salvaged in a reduced form—centered on its digital combat cloud and systems integration layer—or whether it will be replaced entirely by a new constellation of bilateral and trilateral projects.

What is clear is that the era of assuming seamless Franco-German industrial alignment in defense aviation has come to an end. The next phase will likely be more fragmented, more competitive, and more closely tied to emerging industrial partners like Sweden.

Whether this fragmentation ultimately accelerates innovation or dilutes Europe’s strategic autonomy remains an open question. For now, FCAS stands as a cautionary example of ambition colliding with industrial reality—an €100 billion vision of European airpower that could not reconcile the politics of its own creation.

Israel’s defense exports reached a new all-time high in 2025, climbing to nearly US$19.2 billion despite mounting international criticism, boycott campaigns, and restrictions on Israeli participation in several major global defense exhibitions.

According to figures released by Israel’s Ministry of Defense on June 2, defense exports surged almost 30 percent from the previous year’s record of US$14.8 billion, marking the fifth consecutive year of growth and underscoring the continued global demand for Israeli military technology.

The latest figures were published by the ministry’s International Defense Cooperation Directorate (SIBAT), which oversees defense export promotion and international military cooperation. The data reveal that Israeli defense manufacturers secured unprecedented sales even as the country remained engaged in multiple military conflicts following the October 2023 Hamas-led attacks that triggered a prolonged regional confrontation.

The achievement is particularly notable given the political and diplomatic challenges faced by Israel over the past two years. Israeli defense companies have encountered growing opposition in parts of Europe and elsewhere, including exclusions from major defense exhibitions and calls for international boycotts linked to the wars in Gaza, Lebanon, Iran, and other regional theaters.

Nevertheless, Israeli defense firms not only met domestic military requirements during wartime but also fulfilled existing export commitments while securing significant new contracts abroad.

The US$19.2 billion export figure represents a dramatic increase from recent years. Israel exported approximately US$13 billion worth of defense products in 2023 before rising to US$14.8 billion in 2024 and reaching the latest record in 2025.

“This is the highest figure ever recorded and the fifth consecutive year in which a new record was set for Israel’s defense exports,” the Defense Ministry said in a statement accompanying the release of the data.

The growth comes at a time when Israel is already among the world’s leading arms exporters. According to the Stockholm International Peace Research Institute (SIPRI), Israel ranked as the world’s seventh-largest exporter of major arms during the 2021–2025 period, accounting for approximately 4.4 percent of global exports.

Given the nearly 30 percent increase recorded in 2025, analysts expect Israel’s share of the global arms market to rise further when future international rankings are published.

A key feature of the latest figures is the growing importance of government-to-government (GTG) agreements. According to SIBAT, approximately US$10 billion—more than half of total defense exports—came through such arrangements.

These agreements are typically negotiated directly between governments, with Israeli defense companies acting as subcontractors rather than primary contracting parties. The model is often viewed as more efficient because it reduces bureaucratic hurdles and can accelerate procurement timelines.

One prominent example is Germany’s acquisition of the Arrow 3 missile defense system, a deal signed between the Israeli and German governments while Israel Aerospace Industries served as the principal industrial contractor.

“The historic record in government-to-government deals—approximately US$10 billion—is not only an economic figure; it reflects the deepening of strategic partnerships and the growing international trust that the Ministry has built with defense ministries around the world,” the Defense Ministry said.

Missile, rocket, and air defense systems remained the largest category of Israeli defense exports in 2025, accounting for 29 percent of total deal volume.

Although this share was lower than the 48 percent recorded in 2024 and 36 percent in 2023, the category continued to dominate export sales, reflecting sustained international demand for advanced missile interception and air defense technologies.

The strong performance comes amid heightened global concerns over missile threats, drone attacks, and regional conflicts, which have driven many countries to strengthen their defensive capabilities.

Observation and optronics systems recorded one of the most significant increases, rising from 6 percent of export volume in 2024 to 22 percent in 2025. Radar and electronic warfare systems accounted for 11 percent of exports, broadly unchanged from the previous year.

Other categories included manned aircraft and avionics systems at 11 percent, command, control, communications, computers, and intelligence (C4I) systems at 7 percent, weapon stations and launchers at 6 percent, drones and unmanned aerial vehicles at 4 percent, satellites and space systems at 3 percent, vehicles and armored personnel carriers at 2 percent, intelligence and cyber systems at 2 percent, maritime systems at 2 percent, and ammunition and armaments at 1 percent.

Israeli officials attributed much of the increased demand to the operational performance of the country’s defense systems during recent conflicts.

“The unprecedented operational achievements, along with the combat experience gained by Israeli developments during the war, created high demand for Israeli technology among many countries,” the ministry stated.

Several systems received extensive operational exposure during recent military campaigns, including the Arrow 3 missile defense system, the Barak naval air defense system, and emerging laser-based air defense technologies.

Despite growing political criticism of Israel in parts of Europe, the continent remained the largest destination for Israeli defense exports in 2025.

European countries accounted for 36 percent of total exports, equivalent to approximately US$5.6 billion. Although lower than the 54 percent share recorded in 2024, Europe continues to be Israel’s most important regional market.

Germany remains one of Israel’s most significant customers. SIPRI data indicate that Israel supplied 55 percent of Germany’s arms imports between 2021 and 2025, making it Germany’s largest foreign defense supplier during that period.

The landmark Arrow 3 missile defense agreement signed in 2023, valued at approximately US$3.8 billion, remains the largest defense contract in Israeli history and symbolizes the expanding security relationship between the two countries.

Israel is also a major supplier to the United Kingdom, accounting for roughly 8.2 percent of British arms imports during the same five-year period, according to SIPRI.

The continued strength of European demand stands in contrast to growing political tensions surrounding Israel’s military operations in Gaza and elsewhere.

The Asia-Pacific region emerged as the second-largest market for Israeli defense products in 2025 and recorded some of the strongest growth rates.

The region accounted for 32 percent of Israeli defense exports, compared with 23 percent in 2024. In monetary terms, exports nearly doubled from approximately US$3.4 billion to US$6.1 billion.

India remains Israel’s single largest export destination. SIPRI data show that India absorbed 29 percent of all Israeli arms exports between 2021 and 2025.

During the same period, Israel supplied 15 percent of India’s total arms imports, making it New Delhi’s third-largest defense supplier after Russia and France.

The relationship has been built over decades and spans missile systems, air defense technologies, drones, surveillance equipment, and electronic warfare systems.

The Philippines has also emerged as a significant customer, with Israel supplying roughly 20 percent of the country’s imported defense equipment.

One of the most striking developments in the latest export figures is the rapid growth of Israeli defense sales to Middle Eastern countries.

The region accounted for 15 percent of Israeli defense exports in 2025, up from 12 percent in 2024 and just 3 percent in 2023.

In value terms, exports to Middle Eastern countries rose from approximately US$1.77 billion in 2024 to nearly US$2.88 billion in 2025.

The increase reflects evolving regional security dynamics and the continuation of defense relationships established following normalization agreements between Israel and several Arab states in recent years.

North America also expanded its share of Israeli defense imports, accounting for 13 percent of total exports in 2025, compared with 9 percent in the previous year.

The record export performance comes despite a series of diplomatic and commercial setbacks faced by Israeli defense firms.

On June 2, France announced restrictions on Israeli participation at Eurosatory, Europe’s largest defense exhibition, scheduled to take place in Paris from June 15 to 19. Israeli government representatives were barred from participation, the country was denied a national pavilion, and companies were prevented from displaying offensive weapon systems.

The move follows earlier French decisions that excluded Israeli companies from the 2024 Eurosatory exhibition and imposed restrictions at the 2025 Paris Air Show.

Elsewhere, Israeli firms were denied participation in the Netherlands Defense Exposition and Symposium (NEDS), while the United Arab Emirates reportedly barred Israeli companies from participating in IDEX 2025.

Several governments have also taken steps to reduce or cancel procurement relationships with Israeli defense manufacturers.

Spain canceled defense contracts worth more than US$1 billion, including plans to acquire SILAM rocket launcher systems based on Elbit Systems’ PULS platform, anti-tank missile launchers, and Rafael’s Litening 5 targeting systems.

Spanish Prime Minister Pedro Sánchez has linked such decisions to concerns over Israel’s military operations in Gaza.

In another significant development, Slovenia announced a comprehensive arms embargo against Israel in 2025, becoming the first European Union member state to prohibit all arms imports, exports, and transit involving Israel.

Israel’s export growth has drawn comparisons with Russia, another major arms exporter that has experienced a dramatic decline in foreign defense sales since the outbreak of the Ukraine war.

According to SIPRI, Russian arms exports fell by roughly 50 percent between 2019–2023 compared with the previous five-year period.

Other analyses suggest an even steeper decline. The Jamestown Foundation estimates that Russian arms exports dropped by as much as 92 percent between 2021 and 2024 as Moscow redirected industrial resources toward domestic military requirements while facing sanctions, inflation, and financial pressures.

In contrast, Israeli defense companies have managed to sustain exports while simultaneously supporting wartime production for domestic military needs.

The Defense Ministry emphasized that Israeli industries have operated “round-the-clock production” to support both the Israel Defense Forces and foreign customers.

Israeli Defense Minister Israel Katz said the export figures demonstrate international confidence in Israel’s defense establishment despite the challenges posed by ongoing conflicts.

“These achievements are built on the IDF’s capabilities and those of our broader security forces—in Gaza, Lebanon, Iran, and Yemen,” Katz said.

As geopolitical tensions continue to reshape defense procurement priorities worldwide, Israel’s latest export figures suggest that operationally proven military technologies remain highly sought after, even amid political controversy. The record-breaking results indicate that, for many governments, strategic and security considerations continue to outweigh diplomatic pressures when making defense procurement decisions.

The 2026 Sudan Regional Refugee Response Plan (RRRP) aims to deliver lifesaving assistance this year to 5.9 million people across seven neighbouring countries: the Central African Republic, Chad, Egypt, Ethiopia, Libya, South Sudan and Uganda. 

The plan will continue to prioritize aid for roughly 470,000 new refugees who are expected to cross into these countries, as well as thousands more who remain in border areas and have received only the most basic assistance. 

World’s largest displacement crisis 

The Sudan war erupted in mid-April 2023, with the national army and the paramilitary Rapid Support Forces (RSF) locked in a brutal power struggle.  

Mamadou Dian Balde, UNHCR’s Regional Director for Eastern and Southern Africa, said the need for a fourth annual appeal underscores the relentless impact of the war and a humanitarian response struggling to keep up. 

Sudan remains the world’s largest displacement and worst humanitarian crisis, unfolding in the wake of the most severe global funding crunch in decades,” he told journalists in Geneva. 

As fighting continues in several parts of the country, essential services have collapsed while humanitarian access remains restricted in many areas. 

“Thousands of people continue to flee across borders each week, often arriving in already vulnerable yet generous regions, where public services and economic opportunities were limited even before the crisis,” he said. 

Host communities ‘pushed to the brink’ 

Some 4.3 million Sudanese refugees remain displaced within the region, most of whom are in Egypt and eastern Chad. 

Mr. Balde noted that “while host governments and local communities continue to demonstrate remarkable solidarity, their capacity is being pushed to the brink.”  

Egypt currently hosts 1.4 million Sudanese who have fled the war and registered refugee figures have nearly quadrupled since 2023. 

“Yet severe funding cuts have forced UNHCR to close two of its three registration centres, affecting people’s access to critical protection services,” he said.  Moreover, available funding per refugee per month has dropped from $11 to $4. 

In eastern Chad, more than 71,000 refugee families have not received housing assistance, meaning they do not have safe and adequate shelter. “Nearly 234,000 people are awaiting relocation, living in precarious conditions at the border,” he added. 

Meanwhile in Uganda, clinic closures and the suspension of critical nutrition programmes in Kiryandongo settlement put thousands of Sudanese refugees at heightened risk of diseases. 

Rising needs, shrinking resources 

Mr. Balde stressed that despite these constraints, the 2026 plan “will continue to support host countries in providing critical basic services, including food, shelter, healthcare and protection services for new arrivals and the most vulnerable refugees.” 

He warned, however, that “the widening gap between rising needs and shrinking resources threatens to undermine both emergency response efforts and medium-term solutions.” 

In the interim, UNHCR continues to call for stronger international support to address the persistent underfunding of humanitarian operations in the countries hosting people fleeing Sudan.

Boeing has been awarded a major contract to lead the long-awaited upgrade of the Republic of Korea Air Force’s (ROKAF) F-15K Slam Eagle fleet, marking a significant step in Seoul’s effort to modernize its air combat capabilities amid a rapidly evolving regional threat environment. The contract follows the launch of the upgrade program by South Korea’s Defense Acquisition Program Administration (DAPA) in 2022 and the approval of a U.S. Foreign Military Sale (FMS) in November 2024.

Under the agreement, Boeing will design and develop an integrated suite of systems to bring the F-15K closer to the configuration of the U.S. Air Force’s latest F-15EX Eagle II, dramatically enhancing the aircraft’s long-range strike, survivability, and interoperability with allied forces. The contract is valued at $2.806 billion and represents the core development phase of a broader modernization effort estimated at $6.2 billion.

According to the contract notice published by the U.S. Department of Defense, the U.S. Air Force Life Cycle Management Center will act as the contracting authority on behalf of the ROKAF and DAPA. The work will be carried out primarily at Boeing’s facilities in St. Louis, Missouri, and is scheduled for completion by December 31, 2037.

While the end date extends beyond DAPA’s original planning window of 2024 to 2034, officials note that the revised timeline reflects delays in contract award and the scale of the design and integration work required. The FMS authorization approved in 2024 covered both the development work awarded to Boeing and the procurement of hardware and services required to upgrade the aircraft themselves.

The F-15K Slam Eagle has long been the backbone of South Korea’s heavy strike capability. Based on the F-15E Strike Eagle, the Korean variant was selected in 2002 after defeating the Rafale, Eurofighter Typhoon, and Su-35 in the highly competitive F-X fighter program. The initial order covered 40 aircraft equipped with General Electric F110-129 engines, followed by a second batch of 21 jets powered by Pratt & Whitney F100-PW-229 engines.

Of the 61 aircraft originally delivered beginning in 2005, South Korea currently operates 59. The fleet averages around 16 years of service and is expected to remain operational until roughly 2060, making the upgrade essential to maintain relevance against modern air defense systems and emerging threats.

The Slam Eagle name reflects the aircraft’s ability to employ the AGM-84H SLAM-ER stand-off cruise missile, a capability that distinguishes it within the ROKAF. It is also the only Korean fighter certified to carry the Taurus KEPD 350K long-range cruise missile, giving it unmatched reach and destructive power within the force.

The components requested under the FMS indicate South Korea’s intention to upgrade the entire F-15K fleet to a standard closely aligned with the F-15EX Eagle II. According to the Defense Security Cooperation Agency (DSCA):

  • 96 Advanced Display Core Processor II (ADCP II) mission system computers
  • 70 AN/APG-82(V)1 Active Electronically Scanned Array (AESA) radars
  • 70 AN/ALQ-250 Eagle Passive Active Warning Survivability System (EPAWSS) electronic warfare suites
  • 70 AN/AAR-57 Common Missile Warning Systems (CMWS)

This configuration would place the upgraded Slam Eagles among the most capable non-stealth strike fighters in the world, with digital processing power, sensor fusion, and survivability features comparable to those of newly built aircraft.

Interestingly, the Korean upgrade goes a step further than the current U.S. Air Force F-15EX configuration by including the AN/AAR-57 CMWS. This addition will require structural modifications to the aircraft, including the installation of sensor blisters along the canopy rails, underscoring that the F-15K upgrade is not merely a software refresh but a substantial physical transformation.

The FMS notice also includes provisions for aerial refueling support and aircraft ferry services, suggesting that at least the first aircraft may be flown to the United States for modification. The explicit mention of work being conducted in St. Louis reinforces the likelihood that early upgrades will take place at Boeing’s facilities before the process transitions to South Korea for the bulk of the fleet.

Such an approach would allow Boeing and the ROKAF to validate integration work on initial aircraft, reduce technical risk, and accelerate the learning curve before full-rate modification begins in country.

It remains unclear whether the F-15K will receive the full glass cockpit found on the F-15EX Eagle II. The EX features a 10-by-19-inch large area display touchscreen, Joint Helmet Mounted Cueing System II (JHMCS II) for both pilot and weapons systems officer, a low-profile head-up display, and a highly digitalized cockpit optimized for networked warfare.

Regardless of the final cockpit layout, the upgraded F-15Ks will be powered by the ADCP II, widely described as the fastest mission computer ever installed on a fighter aircraft. This processing power will support the Operational Flight Program Suite 9.1X, a customized software package designed to ensure interoperability between modernized Eagles and legacy F-15 variants operated by both South Korea and the United States.

A centerpiece of the upgrade is the AN/APG-82(V)1 AESA radar. Derived from the APG-63(V)3 used on modernized F-15Cs and the APG-79 fitted to the F/A-18E/F Super Hornet, the APG-82 offers dramatic improvements in detection range, target tracking, and multi-mode operation.

The radar can simultaneously track multiple air and surface targets, support high-resolution ground mapping, and share data across networks, enabling faster decision-making and cooperative engagement in complex battlespaces.

Complementing the radar is the AN/ALQ-250 EPAWSS electronic warfare suite. EPAWSS provides full-spectrum EW capabilities, integrating radar warning, geolocation, situational awareness, and self-protection functions into a single system. The upgrade will also increase chaff and flare capacity by 50 percent, with four additional dispensers installed in fairings behind the tail fins, bringing the total to 12 dispensers and 360 countermeasure cartridges.

Designed to operate in dense and contested electromagnetic environments, EPAWSS is intended to give the F-15K greater freedom of maneuver and deeper penetration capability against modern integrated air defense systems.

The inclusion of the AN/AAR-57 CMWS further enhances survivability. The system uses ultraviolet sensors to detect incoming missile launches, providing accurate threat localization and automatically cueing countermeasures. Although first fielded in 2005, the CMWS has been continuously upgraded, with Generation 3 algorithms now optimized to counter newer missile threats.

Together, the radar, EW suite, and missile warning system represent a significant leap in the Slam Eagle’s ability to survive and fight in high-end conflict scenarios.

The F-15K upgrade is part of a broader modernization of the ROKAF’s fighter fleet. In parallel, South Korea is upgrading its KF-16 Block 52 fighters to the V configuration, integrating new AESA radars, mission computers, and self-protection suites, with completion expected by 2025. These efforts complement the acquisition of the F-35A Lightning II and the ongoing development of the indigenous KF-21 Boramae.

South Korea’s decision to invest heavily in legacy platforms reflects the increasingly complex security environment it faces. North Korea continues to expand and diversify its ballistic missile arsenal, while China’s air force is rapidly modernizing with advanced fighters, long-range weapons, and sophisticated air defense systems.

In this context, the Slam Eagle remains the ROKAF’s primary long-range strike platform capable of carrying heavy stand-off weapons such as the Taurus KEPD 350K and SLAM-ER. While the F-35A and KF-21 bring stealth and advanced sensors, they currently lack equivalent stand-off strike capabilities in Korean service.

The KF-21 is expected to close part of this gap with the introduction of the Korea Air-Launched Cruise Missile (KALCM) under its Block 2 upgrade, with initial air-to-ground capability reportedly planned for mass-produced aircraft from 2027. Until then, and likely beyond, the F-15K will remain indispensable.

By aligning the F-15K’s configuration closely with the U.S. Air Force’s F-15EX, South Korea stands to gain significant interoperability benefits. With F-15EX deployments planned for Kadena Air Base in Japan, common systems and software will simplify joint training, logistics, and operational planning.

In a regional contingency, upgraded Slam Eagles could operate seamlessly alongside U.S. F-15EXs and F-35s, sharing data, coordinating strikes, and potentially serving as high-capacity “missile trucks” supporting stealth assets penetrating defended airspace.

The scale and ambition of the F-15K upgrade program signal South Korea’s intent to keep the Slam Eagle relevant well into the 2040s and potentially beyond. With advanced sensors, powerful mission computers, and state-of-the-art electronic warfare systems, the upgraded F-15K will be far more than a legacy platform—it will be a central pillar of South Korea’s deterrence and strike posture.

As the regional balance of air power continues to evolve, Boeing’s $2.8 billion contract represents not just a modernization effort, but a strategic investment in maintaining credible, long-range air combat capability in one of the world’s most volatile security environments.

Russia’s decision to unveil its latest 300mm multiple launch rocket system (MLRS), the Sarma, at the World Defense Show 2026 in Riyadh represents a carefully calibrated attempt by Moscow to reassert itself as a major exporter of long-range precision firepower at a moment when global artillery doctrines are being reshaped by high-intensity, drone-saturated warfare.

The Sarma’s international debut comes under extraordinary geopolitical pressure. Since 2022, sweeping Western sanctions have severely constrained Russia’s access to traditional European and Asia-Pacific defence markets, disrupting supply chains, financing mechanisms, and long-standing export relationships. In response, Rosoboronexport has pivoted aggressively toward politically flexible, capital-rich regions—most notably the Middle East—where defence spending continues to surge despite global economic uncertainty.

Images circulating from Saudi Arabia as early as 29 January 2026 showing Sarma systems arriving in Riyadh underscored the urgency behind Moscow’s push. The Middle East’s arms market is projected to exceed US$150 billion in annual defence expenditure by 2026, driven by persistent conflicts, regional rivalries, and the accelerating proliferation of missiles, drones, and long-range strike systems. For Russia, securing even a modest foothold in this environment could offset losses elsewhere and signal enduring relevance as a global arms supplier.

Mounted on a KAMAZ-63501 8×8 armored chassis, the Sarma is deliberately positioned as a lighter, faster, and more survivable alternative to Russia’s legacy heavy MLRS platforms, while simultaneously challenging Western systems—most notably the U.S.-made HIMARS—that have transformed expectations for precision strike artillery.

Bekhan Ozdoyev, Industrial Director of Rostec’s weapons, ammunition, and special chemicals cluster, framed the system’s tactical philosophy in blunt terms. “The Sarma boasts high mobility, capable of taking position in just three minutes and withdrawing in the same time frame,” he said, “allowing for rapid hit-and-run operations.”

Rostec further highlighted the crew-protection aspect, noting that the system enables operators to take up position, conduct all preparatory procedures, and fire without leaving the armored cabin. This design protects crews from shrapnel, small-arms fire, and armour-piercing incendiary ammunition—threats that have become routine in modern counter-battery and drone-dominated battlefields.

Ukrainian military journalist Alexander Yan placed the Sarma squarely within the context of Russia’s battlefield learning curve. “Under the influence of the firepower of the American HIMARS missile systems and their impact on the front,” he observed, “the Russian Ministry of Defense initiated its own project of a mobile high-precision missile system.”

Together, these statements frame Sarma not merely as another export product, but as a doctrinal response to the dominance demonstrated by Western precision artillery—now repackaged for foreign customers seeking long-range strike power without Western political strings.

The Sarma MLRS traces its conceptual lineage directly to Russia’s accelerated artillery modernisation drive following operational lessons from the war in Ukraine. There, mobility, survivability, and the ability to evade counter-battery fire have emerged as decisive factors in artillery effectiveness, often outweighing sheer firepower.

Developed by PJSC Motovilikhinskiye Zavody in Perm, the Sarma was first publicly revealed during President Vladimir Putin’s visit to the facility in September 2025, signalling top-level political backing. The message was clear: this was not a niche system, but a cornerstone of Russia’s future export-oriented rocket artillery portfolio.

Unlike the tracked and significantly heavier Tornado-S MLRS, which weighs around 45 tonnes, the Sarma’s reduced mass of 24–25 tonnes offers clear advantages in strategic and operational mobility. This design choice aligns closely with Middle Eastern operational requirements, where rapid redeployment across vast desert theatres and extensive road networks is a priority.

Capable of highway speeds up to 95 km/h and an operational range of approximately 1,000 km without refuelling, Sarma is positioned as a flexible platform suitable for both territorial defence and expeditionary missions in geographically expansive states such as Saudi Arabia and the United Arab Emirates.

At its core, the Sarma integrates six 300mm launch tubes, capable of delivering a full salvo in just 18 seconds. This rapid firing cycle is optimised to minimise exposure in environments saturated with counter-battery radars, loitering munitions, and armed reconnaissance drones.

The system’s automated fire-control and guidance architecture allows the entire firing sequence—from navigation and target acquisition to launch execution—to be conducted from within the armored cabin. This significantly reduces crew vulnerability while compressing the sensor-to-shooter timeline, a critical factor in high-threat engagements.

This level of automation reflects a broader Russian shift toward digitalised artillery command-and-control systems. While conceptually mirroring Western platforms, the Sarma emphasises ruggedisation and operational simplicity, characteristics deliberately tailored for export markets where maintenance infrastructure and training pipelines may be less elaborate.

By embedding these capabilities in a wheeled chassis rather than a tracked one, Russia is clearly targeting militaries that prioritise cost efficiency, logistical simplicity, and road-based mobility over the heavier protection of tracked systems.

Sarma’s munition compatibility draws directly from the Tornado-S ecosystem, enabling it to fire a broad array of 300mm rockets. These include high-explosive fragmentation warheads, cluster munitions, and precision-guided variants intended for deep-strike missions against high-value targets.

Russian sources claim operational ranges of 120 km, extending to 200 km with advanced guided or glide-assisted munitions. If validated, this would place Sarma well beyond the standard 80 km reach of U.S. HIMARS GMLRS rockets, fundamentally altering the operational calculus for potential buyers.

Such range enables deep interdiction strikes against air defence nodes, command centres, and missile launch sites without requiring air superiority—an especially attractive proposition for Middle Eastern militaries facing sophisticated missile and drone threats.

Russian media’s portrayal of Sarma as a “HIMARS-killer” is as much marketing rhetoric as technical claim. Yet the narrative resonates strongly in markets seeking alternatives to Western systems constrained by political conditions, end-user monitoring, and operational limitations.

Leaked procurement documents suggest the Russian Ministry of Defense ordered two full divisions of Sarma systems in 2024, comprising 12 launchers and 12 transport-loading vehicles. This early adoption signals institutional confidence and provides operational credibility for export customers.

Each launcher is reportedly priced at around 155 million rubles—roughly US$1.7 million—with transport-loading vehicles costing about US$700,000. This places Sarma far below the estimated US$5–6 million price tag of a single HIMARS unit.

This cost differential is a decisive advantage in markets where defence budgets, though substantial, must be spread across airpower, naval assets, missile defence, and internal security simultaneously.

Field trials reportedly began in early 2026, with operational feedback being rapidly incorporated into export configurations tailored for Middle Eastern climatic and tactical conditions.

Premiering Sarma at the World Defense Show in Riyadh reflects Rosoboronexport’s recognition that Saudi Arabia has become one of the world’s most influential defence procurement hubs under Vision 2030.

The Kingdom’s strategy of diversifying arms suppliers—balancing U.S., European, Turkish, Chinese, and Russian systems—creates a permissive environment for Moscow’s re-entry into a market where Western leverage is not absolute.

Saudi operational experience in Yemen has exposed the limitations of traditional tube artillery and unguided rockets, driving demand for precision fires capable of engaging dispersed, mobile, and hardened targets with reduced collateral damage.

Beyond Saudi Arabia, potential Sarma customers include the UAE, Qatar, Egypt, and Algeria, all of which have long experience with Soviet or Russian artillery and maintain a degree of strategic autonomy in procurement decisions. The UAE’s prior operation of Russian Pantsir air defence systems underscores its willingness to integrate non-Western platforms when operational value aligns with national needs.

The introduction of Sarma into Middle Eastern arsenals could significantly alter regional deterrence dynamics, particularly vis-à-vis Iran’s expanding missile and rocket forces. For Gulf states, long-range precision artillery complements missile defence by enabling pre-emptive or retaliatory strikes against launch sites and logistics hubs.

In Yemen, Sarma’s guided munitions could allow Saudi forces to engage Houthi missile infrastructure more precisely, potentially reducing civilian casualties that have drawn international criticism.

However, proliferation risks remain. The transfer of such systems—directly or indirectly—to Iranian-aligned non-state actors would raise escalation concerns. Israel, which closely monitors Russian arms flows into Syria and Lebanon, would likely view widespread Sarma adoption with caution.

The system’s digitalised architecture also introduces cyber and electronic warfare considerations, creating both operational advantages and new vulnerabilities in networked battlefields.

Despite its promise, Sarma faces structural challenges. Sanctions continue to constrain access to advanced electronics, navigation systems, and guidance components. Sustaining production at scale while meeting export standards will test Russia’s ability to substitute or domestically manufacture critical technologies.

Operational performance in extreme desert environments—marked by heat, sand, and extended deployment cycles—remains largely unproven beyond controlled trials. Political pressure from the United States on key partners could also complicate procurement decisions, echoing past controversies over Russian systems such as the S-400.

Yet Russia’s historical success exporting MLRS platforms like the BM-21 Grad and Smerch suggests that affordability, simplicity, and battlefield credibility often outweigh geopolitical concerns.

With unit costs far below Western equivalents and a concept aligned with modern high-intensity warfare, the Sarma occupies a competitive niche that is difficult for many buyers to ignore.

As demonstrations at the World Defense Show 2026 draw attention, early memorandums of understanding could quickly evolve into contracts—if political conditions allow.

Russia’s unveiling of the Sarma in Riyadh is therefore more than a product launch. It is a strategic declaration that Moscow intends to remain a serious player in a global arms market undergoing profound transformation.

Since Russia launched its full-scale invasion of its neighbour in February 2022, the UN and its partners have supported people in need, from city residents who continue to face repeated drone and missile strikes, to communities close to the frontline and other evacuated away from danger. 

“I am speaking of internally displaced people who’ve been in collective sites for two, three years; I’m speaking of older people and people with limited mobility,” said Matthias Schmale, the UN’s top aid official in Ukraine, outlining some of the priorities of Tuesday’s appeal. 

According to media reports and official information from the Ukrainian authorities, over the past week alone, Russian forces launched nearly 1,100 attack drones against Ukraine, more than 890 guided aerial bombs and at least 50 missiles of various types — including ballistic and cruise missiles, as well as an Oreshnik intermediate-range ballistic missile targeting Lviv in western Ukraine, close to the Polish border.

In addition to providing core aid relief including food, health care, shelter, protection and cash assistance, other key aims of Tuesday’s funding appeal include supporting the evacuation of people in imminent danger – “heroic work near the front line”, Mr. Schmale said, of the hundreds of UN-supported partners who carry out this lifesaving work.

Front-line needs

He explained that funding is needed to assist civil society partners who respond to military strikes countrywide – but mainly within 50 kilometres of the front line –helping farmers trying to survive in a war zone, along with cancer patients whose access to medicines has been disrupted by attacks impacting health care.

“We want to continue supporting as best as we can [but] all of this needs funding,” Mr. Schmale said, highlighting the “enormous civilian suffering” across Ukraine, particularly as communities endure temperatures plummeting to minus 15°C in Kviv – “an emergency within an emergency” that will likely require further funding from the international community in addition to Tuesday’s appeal, the UN Humanitarian Coordinator noted. 

“We appeal in particular to the international community, to UN Member States, to other donors, to maintain their solidarity with Ukraine and to express that in the form of financial support for the work we plan to continue,” he said.

Speaking in Kyiv at the launch of the appeal, Mr. Schmale highlighted an update from the UN human rights monitoring team indicating that 2025 was the deadliest year for civilians since 2022, with more than 2,500 civilians killed and more than 12,000 injured.

India and Germany are on the cusp of finalising one of New Delhi’s most consequential defence industrial agreements to date, with a proposed $8 billion (around ₹70,000 crore) pact for the construction of six next-generation conventional submarines for the Indian Navy. The agreement, expected to be sealed in the coming days, represents the culmination of the long-delayed Project-75 (India) or Project-75I programme, a cornerstone of India’s efforts to modernise its underwater warfare capabilities.

At the heart of the deal is a strategic partnership between German defence heavyweight ThyssenKrupp Marine Systems (TKMS) and India’s state-owned Mazagon Dock Shipbuilders Limited (MDL). Under the arrangement, TKMS will provide the advanced submarine design, specialised consultancy, and critical technology transfer, while MDL will act as the primary construction partner, building all six submarines at its Mumbai facility.

The Indian Navy has formally selected the German Type 214NG (Next Generation) submarine, a 2,500-tonne platform widely regarded as one of the most capable diesel-electric attack submarines currently on offer in the global market. The German design prevailed over the competing S-80 Plus submarine proposed by Spanish shipbuilder Navantia after an exhaustive evaluation process spanning several years.

A decisive factor in the Navy’s choice was its uncompromising requirement for a sea-proven Air-Independent Propulsion (AIP) system. The Type 214NG employs a mature fuel-cell-based AIP technology that enables submarines to remain submerged for weeks without surfacing, drastically reducing the risk of detection. Conventional diesel-electric submarines, by contrast, typically need to surface or snorkel every few days to recharge their batteries, exposing them to enemy sensors.

While the Spanish S-80 Plus offered a bio-ethanol-based AIP system, Indian Navy evaluators reportedly viewed it as less operationally proven. The German fuel-cell AIP, already in service with several navies across Europe and Asia, was considered a lower-risk and more combat-ready solution, particularly given India’s demanding operational environment.

The groundwork for this mega-deal was laid in June last year when TKMS and MDL signed a Memorandum of Understanding to jointly pursue Project-75I. That agreement outlined a broad framework for collaboration, with a strong emphasis on technology transfer and indigenous manufacturing — two pillars of India’s defence procurement policy.

In line with the government’s flagship ‘Make in India’ initiative, all six submarines will be constructed domestically. Officials familiar with the project say the first boat will feature at least 45% indigenous content, a figure that will progressively rise to around 60% by the sixth and final submarine. This phased localisation strategy is intended not only to deliver advanced military platforms but also to nurture a sustainable domestic ecosystem for submarine design, construction, and life-cycle support.

Defence planners see Project-75I as a critical step toward reducing India’s long-standing dependence on foreign suppliers for complex underwater platforms. Over time, the skills and infrastructure developed through this programme are expected to feed into future indigenous submarine projects, including next-generation conventional and potentially nuclear-powered designs.

The timeline for final approval has reportedly been accelerated by high-level diplomatic engagement between New Delhi and Berlin. Sources indicate that the deal is likely to receive its final political clearance during the upcoming visit of German Chancellor Friedrich Merz, who is scheduled to be in India on January 12 and 13. His visit is expected to provide the necessary political impetus to sign the inter-governmental agreement, formally unlocking the contract.

For Germany, the agreement would mark one of its largest-ever defence exports to India and a significant expansion of its strategic footprint in the Indo-Pacific region. Berlin has been increasingly vocal about its interest in contributing to stability and security in the region, amid growing concerns over maritime competition and freedom of navigation.

For India, the stakes are even higher. The Indian Navy currently operates an ageing fleet of conventional submarines, including Russian-origin Kilo-class boats and German-designed Type 209 submarines, many of which are approaching the end of their operational lives. Delays in Project-75I have long raised concerns within naval circles about a looming capability gap.

This concern is sharpened by China’s rapid naval expansion. Beijing has steadily increased its presence in the Indian Ocean Region, deploying modern AIP-equipped conventional submarines and nuclear-powered attack and ballistic missile submarines. Analysts say this trend has significantly altered the undersea balance in Asia, underscoring the urgency of India’s submarine modernisation plans.

Once inducted, the Type 214NG submarines are expected to significantly enhance India’s ability to conduct extended patrols, intelligence gathering, and sea-denial missions across vast stretches of the Indian Ocean. Their advanced stealth, endurance, and sensor suites will bolster India’s underwater deterrence posture at a time of intensifying strategic competition.

If concluded as expected, the India–Germany submarine pact will not only address a critical operational requirement but also stand as a landmark in India’s evolving defence industrial strategy — blending foreign technology, domestic manufacturing, and strategic partnerships to meet long-term security challenges.

Converting these instruments into deployable air-power assets operationalises the bilateral defence pact through force generation, while insulating Saudi readiness from sanctions volatility and licence uncertainty. The JF-17’s lower lifecycle cost allows Riyadh to expand sortie capacity without diverting resources from high-end platforms critical to coalition interoperability.

At a regional level, additional multirole fighters enhance Saudi Arabia’s ability to sustain air-defence and strike coverage across multiple axes amid proliferating asymmetric threats. Strategically, diversification itself becomes a deterrent tool by complicating adversary assumptions about operational constraints and political dependencies.

Despite its coherence, the proposed arrangement faces non-trivial integration challenges. Synchronising the JF-17’s Chinese-influenced avionics architecture with Saudi Arabia’s Western-origin command-and-control, logistics and weapons-management ecosystems will require extensive software adaptation and sustained political signalling to address technology-exposure concerns.

Interoperability with U.S.-supplied airborne early warning, aerial refuelling and network-centric battle-management systems will test Riyadh’s ability to operate a mixed-origin fleet without eroding alliance trust. For Pakistan, success would demonstrate an ability not merely to export platforms, but to support them within complex, high-end air-force ecosystems.

If concluded, the deal would signal a structural shift toward pluralistic security alignments across the Middle East and South Asia and reinforce the growing precedent of barter-style defence financing as a response to fiscal stress and constrained access to capital markets.

Ultimately, the Pakistan–Saudi JF-17 negotiations illustrate how contemporary arms deals are no longer defined solely by platform performance, but by their positioning at the intersection of macroeconomics, alliance politics, industrial capability and long-term strategic autonomy.

Taiwan has announced plans for an additional USD 40 billion in defence spending over the coming years, unveiling the centrepiece of the new budget — an ambitious, Israeli-inspired multi-layered air defence network known as T-Dome. The system is designed to shield the island from swarms of Chinese fighter jets, ballistic and cruise missiles, and the rapidly expanding fleet of unmanned drones deployed by Beijing.

Taiwanese President Lai Ching-te, who first revealed the T-Dome concept during the island’s National Day address on October 10, has called the project an essential “safety net” for Taiwan’s 23 million citizens. Lai argues that China’s sharply intensifying military pressure on Taiwan and the wider Indo-Pacific region leaves Taipei with no option but to elevate its defensive posture.

Beijing, which considers Taiwan an inseparable part of the People’s Republic of China, has repeatedly vowed to bring the island under its control — by force if necessary. Over the past three years, the People’s Liberation Army (PLA) has carried out record-breaking air and naval incursions around Taiwan, alongside large-scale joint combat drills simulating potential invasion operations.

While T-Dome has drawn comparisons with Israel’s Iron Dome, Taipei-based security analyst J. Michael Cole says the similarities only go so far. Iron Dome, he notes, was primarily designed to intercept short-range projectiles such as unguided rockets. Taiwan, however, faces a far more complex threat environment.

“This is aimed at PLA aircraft, ballistic and cruise missiles, as well as, increasingly, drones,” Cole said. “The T-Dome has to counter multiple layers of threats simultaneously, at different altitudes and speeds, coming from multiple directions.”

Taiwan already operates a mix of US-built and domestically developed air defence systems — including Patriot PAC-3 missile batteries and Sky Bow III interceptors — and is awaiting the delivery of the National Advanced Surface-to-Air Missile System (NASAMS) from the United States. The T-Dome network would fuse these systems with radars, sensors, early-warning platforms, and artificial intelligence-assisted command centres to create what Lai describes as “high-level detection and effective interception.”

Defence Minister Wellington Koo said integration is the heart of the entire project. “If you do not integrate these detection devices, then those air-defence missiles — whether for counter-fire, counter-attack, or counter-drone purposes — can’t achieve efficient interception or effective fire coordination and allocation,” he said.

According to Su Tzu-yun, a military expert at Taiwan’s Institute for National Defense and Security Research (INDSR), the T-Dome architecture will consist of two main components. The first is a command and control (C2) system capable of collecting radar data, identifying threats within seconds, and assigning the correct interceptor to neutralise them.

“The system collects radar data, identifies threats, decides which interceptor should fire, and coordinates all units so they react within seconds,” Su said. “This level of coordination is essential given the speed and volume of potential Chinese missile attacks.”

The second component is the interceptor layer — a family of weapons that can shoot down incoming threats at varying distances and altitudes, from hypersonic missiles to slow-moving drones.

Su says Taiwan’s defence planners have studied Ukraine’s battlefield experiences closely. The war has underscored the critical need for an air defence umbrella capable of defending not just cities but also mobile combat units and vital infrastructure. With China possessing hundreds of ballistic missiles aimed at Taiwan, and with the PLA Navy deploying warships capable of launching large missile salvos from waters near the island, Taipei believes a rapid upgrade of its air defence resilience is necessary.

“Chinese warships routinely deployed near Taiwan are capable of firing hundreds of missiles at Taiwan’s airports, radar sites, and military bases within three minutes,” Su warned. “That does not include the hundreds of land-based missiles China has. This is why Taiwan needs an integrated air defence system capable of responding to these emerging challenges.”

Despite the urgency, Taipei’s timeline remains constrained by logistical realities — especially US arms delivery delays. Taiwan is already waiting for billions of dollars’ worth of American weapons, including advanced missiles, artillery systems, and drones. The defence ministry has published a preliminary list of items earmarked for procurement under the new budget, including long-range precision-strike missiles, anti-ballistic systems, anti-armour weapons, and various unmanned platforms.

The opposition-controlled parliament has yet to approve the new defence budget, and it remains unclear how much of the funding will ultimately go toward US-supplied systems. However, President Lai has signalled that “significant” US arms acquisitions are expected.

Lai said on Wednesday that Taiwan aims to achieve a “high level” of joint combat readiness by 2027, a year US officials have previously flagged as a potential timeline for a Chinese military move against Taiwan. By 2033, Taipei hopes to have built “highly resilient and comprehensive deterrent defence capabilities.”

Yet experts caution that T-Dome will not be fully operational anytime soon.

“Completing the entire T-Dome architecture before 2027 is impossible,” Su said. “System integration and the production of new interceptors — missiles, anti-aircraft guns, and directed-energy weapons — will all take time.”

Drew Thompson, a senior fellow at Singapore’s S. Rajaratnam School of International Studies, argues that operational readiness depends not only on equipment but on how Taiwan defines — and achieves — effectiveness.

“It really comes down to how you define effectiveness, how you define readiness, and what’s included in T-Dome,” he said. “Are they counting war reserve munitions? Do they have enough missiles in storage? Are they distributed? And does the military know how to operate all of it?”
